If Shiva is joined with Shakti, he can rule and act; without her the god cannot so much as stir. So how can one who has earned no merit bow to you or sing your praise, you whom Vishnu, Shiva and Brahma themselves must worship?
The hymn opens with a claim about power. The poet says Shiva is able to act only when he is joined with shakti. Shakti means capacity, the power to do. Without her he cannot even spanda. That word means a throb or a tremor, the first quiver of consciousness before any movement. In the poet's picture, even the greatest god does not stir by himself. The second half draws the conclusion. If Vishnu, Shiva and Brahma worship her, what can an ordinary person do? The poet turns the question on himself. Someone who has not earned punya, the store of good done, can hardly manage to bow to her or praise her. Bowing and praising are both beyond him unless she allows them. This answers the question any hymn must face: who is the poet to praise her at all? He says he is not enough, and that no one is, not even the gods. The verse also states the teaching the first forty-one verses build on, that she is the source of all action. By tradition this verse also hides a mantra. The commentators read it as praise first. It asks the listener to begin where the poet begins, with an honest sense of how small the one who praises is.
A sailing boat lies at anchor in a dead calm. The hull is sound, the mast tall, the sail ready. It still does not move an inch until wind fills the cloth. Shiva is the boat, complete and still. Shakti is the wind that sets him moving.
