Guarding Your Own Counsel

Mahabharata, Udyoga Parva 38.17

Meaning · English

The king whose plans are known neither to outsiders nor to the people around him, and who learns the plans of others through his agents, keeps his prosperity for a long time.

Two words carry the teaching. Mantra comes from a root meaning to think, and here it names counsel: the plan a ruler has worked out and not yet acted on. Cara means one who moves about, and so a scout or spy, someone who goes where the king cannot go and brings back what others intend. Vidura says a king holds his prosperity for long when two things are true. His own plan is closed in both directions: the outsider cannot read it, and neither can the people close to him, his household and court. And his knowledge runs the other way. Through his agents he knows what others are planning. Nothing is dropped from the saying. A secret that is kept from strangers but known to the court is not kept. A king who hides everything but learns nothing is blind, only quietly so. Vidura is speaking to Dhritarashtra, a king who cannot sleep because he fears what is coming. The reason he gives is plain: kingdoms are lost when a plan leaks out early or when an enemy's plan arrives as a surprise. Closed plans and open eyes are what protect a king's standing.

Picture a house at night with every door bolted and every shutter drawn, so no one in the lane can see in. One person sits at an upstairs window, watching the lane. The bolted house is the plan that stays unread, inside and out. The watcher is the agent who brings word of what others intend.

1. Tonight or tomorrow morning, pick one plan you have not yet carried out, such as a purchase, a conversation, or a change at work. 2. On paper, list everyone who currently knows about it, and how each of them came to know. 3. Over the next few days, notice each way the plan could slip out: a remark, a message, a face that shows what you feel. 4. Once this week, spend ten quiet minutes listening to someone affected by your plan, and note what they intend.
