Pashupati, Lord of creatures, held back, having given the world sixty-four tantras, each busy producing its own powers. Then, pressed by you, he sent down this tantra of yours, self-ruling, which alone brings all human aims together.
The poet tells a small story about Shiva, called Pashupati, the Lord of creatures. First he gave the world sixty-four tantras. A tantra is a system of teaching, from a root meaning to stretch or weave, like threads on a loom. Each of these was bound to siddhi, a particular accomplishment or power. The poet says they were "devoted to" producing those results. Each one hands over its own prize and stops there. Then, the poet says, Shiva came back to the matter because the Goddess insisted. He sent down one more tantra, hers. The poet calls it svatantra, self-ruling: it depends on no outside result to justify it, and the word plays on tantra itself. He also says it alone puts together every purushartha, every aim a human being can have. The text's claim is that her teaching does not offer one prize among many. It brings the whole of a person's wanting to its end. The question underneath is why a seeker should turn to her, with so many paths available. The poet's answer is her insistence, and what Shiva then gave. Lakshmidhara, the classic commentator, takes her tantra to be the Sri Vidya, the teaching of her own worship. The poet asks nothing of the listener here. He sets the sixty-four beside the one and lets the difference show.
A locksmith's board hangs sixty-four small keys, and each opens one cupboard with one prize inside. Then someone hands over the key to the house itself, which holds every cupboard. The small keys are the tantras of separate powers, and the house key is her tantra.
