The sages said to Suta, "You have told us a wonderful story, of the linga called Mahakala, who guards his own devotees. Now, in your kindness, tell us of the fourth jyotirlinga, the Omkara of the Lord, who takes away every sin." Suta answered, "I will tell you, great sages, just how the linga came to be in Omkara. Listen with care." Once the divine sage Narada went to Gokarna and served Shiva there with deep devotion. From there he came to Vindhya, the king of mountains. Vindhya received him and honoured him greatly, and then stood before him with a thought in his heart: "I have everything. I lack nothing at all."
Narada, who breaks the pride of others, heard that boast. He let out a long sigh and stood silent. Vindhya saw it and said, "What do you see lacking in me? Why did you sigh?" The great sage replied, "You do have everything. But Meru stands higher than you. And among the gods, Meru has a place and a share. You have none, not ever." Having said this, Narada left the way he had come. Vindhya burned with distress. "A curse on my life," he said. "I will worship Vishveshvara, Shambhu, and do tapas." He made up his mind and took refuge in Shankara.
He went with great love to the place where Omkara himself dwells. There he made an earthen image of Shiva, and he worshipped Shambhu without a break for six months. He never left his place of tapas. His mind was fixed wholly on Shiva. Seeing Vindhya's austerity, the husband of Parvati was pleased. He showed his own form, which even yogis rarely see. Gladly he said, "Tell me what you wish in your heart. I am pleased with your tapas. I give devotees what they long for." Vindhya said, "If you are pleased, Lord of the gods, give me the understanding I desire, one that will accomplish my purpose. You are always kind to your devotees."
Shambhu heard this and thought for a long while. "Vindhya is foolish. He asks for a boon that will bring pain to others. What shall I do? A boon I give should never become another's sorrow." Still, he gave the boon. "King of mountains, do as you wish." Then the gods and the sages of pure heart came. They worshipped Shankara and asked him, "Please remain here." The Supreme Lord heard the gods, was pleased, and did as they asked, for the happiness of the worlds. The one linga of Omkara became two. The one in the sacred syllable took the name Omkara, and he is Sadashiva. The one that arose from the earthen image is Parameshvara.
Both grant what devotees desire, and both give enjoyment and liberation, sages. The gods and the sages worshipped them then, and by pleasing the one whose banner is the bull, they received many boons. The gods returned each to his own place. Vindhya too was very glad. He had gained his purpose, and he put down his distress. Suta said, "Whoever worships Shambhu in this way will not lie again in a mother's womb. That person will gain whatever fruit they long for, and there is no doubt of it. I have now told you all of this, the fruit of Omkara's coming to be. Next I will tell you of Kedara, the finest of lingas."
