Meaning · English
Tell Shumbha and Nishumbha, swollen with pride, and every other danava who has gathered for battle: let Indra have the three worlds, and let the gods be the ones who take the offerings. Go down to Patala, if you wish to live. But if pride in your strength leaves you hungry for war, then come, and let my jackals be fed on your flesh. Because the Goddess herself made Shiva her envoy, she became known in this world as Shivaduti.
Three words carry it. Duta is a messenger, one who goes between two sides carrying another's words. Dautya is the office of that messenger, and the text says the Goddess appointed Shiva to it. Shivaduti means she who has Shiva as her envoy. Patala is the underworld, the lowest region. The Goddess speaks, and Medhas retells it. She gives Shiva a message for Shumbha and Nishumbha and for the other danavas gathered to fight. The first clause names them as proud, and pride is what the message addresses. The next lines offer terms. Indra should hold the three worlds, and the gods should again receive the offerings made in fire. The danavas should go down to Patala if they want to live. The plain sense is that the stolen order is to be handed back, and the thieves are told how to keep their lives. Then comes the second choice. If they are drawn to war by pride in their strength, they may come. The jackals, which Medhas has just shown at her side, will eat. The text puts peace first and war second, and it names the cause of any war as the danavas' own pride, not her wish. The last lines explain a name. Because the Goddess sent Shiva as her messenger, the world calls her Shivaduti. It is an odd honour: the great god serves as her envoy. The passage answers why the fighting that follows is not a surprise. A clear offer was made, and what they did with it was left to them.
A final notice is pinned to a door. It says the property taken must be returned and the occupants may leave unharmed, but anyone who wants a fight can have one. Before any blow is struck, both choices are written plainly. The Goddess's message works the same way: terms first, then the danavas' own decision.
