Suta spoke to the sages. He said he would tell them the greatness of Vishveshvara, which destroys even the gravest sins. Everything seen in the world, he said, comes from one being who is pure awareness and joy, unchanging and without beginning. Resting in himself alone, that being felt a second wish. He became Shiva, with qualities. Then he became two, male and female. The male is called Shiva, the female his Shakti. From awareness and joy two persons were made, Prakriti and Purusha, and they could not see the ones who had made them. Not seeing their mother and father, they fell into deep doubt. Then a voice came from the formless Supreme Self: do tapas, and from that the finest creation will come.

Prakriti and Purusha answered: where can we do tapas, Lord? We have no place. Tell us, Shiva, where we may stay and do it at your command. Then Shiva, the formless one, took the essence of his own radiance and made a beautiful city, five krosha wide, fitted with everything needed. He sent it to them, and it hung in the sky near Purusha. Hari took his seat there. Wishing to create, he gave himself to tapas for a very long time, holding Shiva in his meditation. From the labour of it, streams of water poured out of his body in many kinds. They filled the empty space until nothing else could be seen.

Vishnu looked and asked himself, what is this wonder? In his astonishment he shook his head, and a jewel fell from his ear. Where it fell, a great holy place came into being, called Manikarnika. As the flood rose and the city of five krosha began to be swept away, Shiva the formless caught it quickly on the point of his trident and held it above the water. Vishnu lay down to sleep there, together with Prakriti, his own wife. From the lotus in his navel Brahma was born, at Shankara's command. Having received Shiva's order, Brahma made the wonderful creation. He built the worlds of the egg of the universe, fourteen of them, and its breadth was reckoned by the sages at fifty crore yojanas.

Shiva then thought: beings in that universe are bound by their deeds, so how will they ever reach me? For that reason he freed the city of five krosha from the creation. This place, he said, gives good in the world and destroys karma. It is Kashi, which shows the way to liberation and gives knowledge, and it is very dear to me. The supreme Self himself set the Avimukta linga here. He told his own part: never abandon this place. Then Shiva lifted Kashi down from his trident and set it in the mortal world. It is not destroyed in Brahma's day; Shiva holds it up on his trident. When Brahma creates again, it is set down again. Because it draws beings out of their karma, it is called Kashi.

Suta told how Rudra, called Kalagni, lord of Kailasa, bowed many times before Shiva and said: Vishveshvara, great lord, I am yours, there is no doubt. Be kind to me, Mahadeva, and stay here always for the good of the worlds. Carry us across, lord of the world. Avimukta, calm in himself, answered with tears in his eyes: God of gods, you are lord of the three worlds, served by Brahma and Achyuta. Take Kashi as your capital. I will stay here in meditation. Stay always with Uma and carry all beings across the sea of becoming. Shiva, asked so, stayed. From the day Hara came to Kashi, it became the best of all places. Then the sages asked Suta for the power of Avimukta. He said Parvati once asked this of Shankara, for the sake of the worlds.

Shiva told Parvati that Kashi is his most secret place, where the perfected live by his vow and practise the great yoga. One who loves him, and one who knows, both find liberation anywhere. But here, in Avimukta, whoever dies is freed: any caste, any age, pure or impure, a maiden, a widow, a barren woman, any creature at all. No knowledge, devotion, gift or rite is needed. Even Brahma does not know its greatness. A sinless person dying here is freed at once. A sinful one suffers first, and one who sins here suffers terribly for ten thousand years, then is freed. Deeds cannot be exhausted without Kashi. Anyone who lives and dies here is freed. Shiva ended by saying that Kashi is hard to find, and Suta promised next the greatness of Tryambaka, hearing which one is freed from all sins in a moment.
